Leo Saint-Gobain Ceramics and Plastics, Inc. 10 Airport Park Road East Granby, Connecticut 06026 RE: The tariff classification of ceramic ball blanks from Sweden and France Dear Mr. Leo: In your letter dated February 26, 2001 you requested a ruling on the tariff classification of your product and the applicability of current dumping orders related to antifriction bearings. The items in question are described as silicon nitride ball blanks. Upon importation the ball blanks are further processed to form finished balls for use as rolling elements in rolling bearings. The applicable subheading for the ceramic ball blanks will be 6909.19.5095, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other ceramic wares for laboratory, chemical or other technical uses. The duty rate will be 4 per cent ad valorem. In your request you have asked whether this product is subject to antidumping (AD) duties. A list of AD proceedings at the Department of Commerce (DOC) and their product coverage can be obtained from the DOC website at: http://ia.ita.doc.gov. You may also write to them at the U.S. Department of Commerce, International Trade Administration, Office of Antidumping Compliance, 14th Street and Constitution Avenue, NW, Washington, DC 20230. Written decisions regarding the scope of AD/CVD orders are issued by the Import Administration in the Department of Commerce and are separate from tariff classification and origin rulings issued by Customs. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
