C Suite 500 Seatac, WA 98148 RE: The tariff classification of a hat and unfinished handbag from China. Dear Ms. Hoover: In your undated letter you requested a classification ruling. Three samples were submitted with your request. Style 1001A is a hat composed of plaited 100% polyester fabric. The hat has a round crown and 4” brim. Style 998 is an unfinished handbag with a handle. It is wholly of man-made textile materials. The applicable subheading for the hat, style 1001A will be 6504.00.9060, Harmonized Tariff Schedule of the United States (HTS), which provides for “Hats and other headgear, plaited or made by assembling strips of any material, whether or not lined or trimmed: Other, Not sewed: Of man-made fibers.” The duty rate will be 6.9% ad valorem. The applicable subheading for the unfinished handbag, style 998 will be 4202.22.8050, Harmonized Tariff Schedule of the United States (HTS), which provides for “Handbags, whether or not with shoulder strap…With outer shell of textile materials: Other: Other: Other, Other.” The duty rate will be 18.3% ad valorem. Your inquiry does not provide enough information for us to give a classification ruling on style 1078. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
