You have submitted samples, which are being returned to you under separate cover. The items you refer to as “Style A” and “Style B” are handbags. Each bag is packaged with five markers that are intended to decorate the bags. The bag and markers are considered a set for tariff purposes. The handbag provides the most value to each set and is the article that will outlast the life of the other components. As such, the essential character of each set is imparted by the handbag, General Rule of Interpretation 3(b) of the Harmonized Tariff Schedule of the United States (HTSUS) noted.
