Dear Ms. Venkateswaran: In your letter dated November 16th, 2000 you requested a tariff classification ruling. The sample submitted with your request is identified as style #7601328, "Striptease Satchel". The item is a tote bag that measures approximately 11 1/2" x 12 1/4 x 5 3/4". The interior is unlined and consists of a single compartment with no additional features. The exterior surface is comprised of a bag body of clear sheeting of Polyvinyl Chloride (PVC). Strips of polyester fabric are sewn onto the body of PVC. The PVC imparts the essential character of the bag as more of the surface area of the bag is PVC than polyester fabric. Two carry handles are permanently attached to the bag.
