A sample of the Cosmetic Gift Set was submitted with you inquiry and is being returned. The Cosmetic Gift Set, Item #W11M-3432, consists of a handbag containing a flower shaped bottle of nail polish and a flower shaped container filled with lipgloss. The handbag, measuring 4 ½ inches wide by 3 ½ inches in length, is chiefly comprised of textile material composed of 65% polyester and 35% cotton. It has a clear vinyl window on the front exterior. The applicable subheading for the child’s handbag will be 4202.22.8050, Harmonized Tariff Schedule of the United States (HTS), which provide for Handbags, whether or not with shoulder strap, including those without handle: With outer surface of sheeting of plastic or of textile materials: With outer surface of textile materials: Other: Other: Other… Of man-made fibers (670). The rate of duty will be 18.6 percent ad valorem. The rate of duty in 2001 will be 18.3 percent ad valorem. The handbag falls within textile category designation 670. Based upon international textile trade agreements products of China are subject to quota and the requirement of a visa. The designated textile and apparel categories and their quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes.
