Dear Mr. Shewring: In your letter dated October 30, 2000, you requested a tariff classification ruling. The items in question, known as “Snap-A-Ads”™, are portable, banner-like signs used for advertising. You explain that U.S. customers will supply the South African sign manufacturer with digital files of the desired advertisements. In South Africa, the signs will be digitally printed onto sheets of polyester fabric, which in turn will either be sewn onto spring steel frames or left without frames.
