The product consists of a plastic vinyl purse and the following plastic components: a comb and brush, two hair clips, one mirror, a set of stick-on nails, and two ponytail holders. The purse is made of clear plastic and is elaborately decorated by a two-toned boa trim and imitation fur. The boa surrounds the entire top and bottom edges of the purse. The top of the bag and its handle are also covered with a matching imitation fur. The oval shaped purse opens at the top with a zipper that runs along three sides. The bag and its contents are sold as part of the “Starring Me!” dress-up line of merchandise. Designed for children ages 3 and up, the set is intended for a child to “dress-up” like a glamorous lady in role-play activity. This office finds the overly ostentatious appearance of the child’s purse, in combination with the other “grown-up” styled accessories, will qualify as a toy dress-up set for children’s amusement. When the described goods are imported packaged together as a set for retail sale they are considered a toy set for classification purposes. However, should the components be imported separately, they would not be recognized as toys and would be classified elsewhere in the tariff.
