One Harrison Street San Francisco, CA 94105 RE: The tariff classification of handbags from China. Dear Ms. Pudjijanto: In your letter dated August 11th, 2000, you requested a classification ruling. The samples submitted with your request are identified as style numbers 899067, "active chic sling bag" and 899115, "active camera bag". Both are made of an exterior surface of 100% nylon. Item #899115 measures approximately 6 1/2" x 7" x 2 1/4" and is padded on the interior. The interior of the central compartment is lined, has a zippered back wall pocket, and is secured by a zippered closure. There is a cell phone holder sewn to the front exterior and a shoulder strap is permanently attached to the bag. Item #899067 measures approximately 11" x 12" x 1" and incorporates an adjustable shoulder strap. The interior of the bag is lined and is secured by a hook and loop closure. There is a removable nylon bag affixed to the interior by means of a hook and loop closure. The removable bag has an outer surface of nylon mesh, a middle layer of foam and a man-made textile fabric lining. The duty rate will be 18.6% ad valorem. For entry purposes, the removable bag, part of style #899067, is classifiable under HTS subheading 4202.92.3031. Items classifiable under HTS subheading 4202.22.8050 and 4202.92.3031 fall within textile category designation 670. Based upon international textile trade agreements products of China are subject to quota and the requirement of a visa. The designated textile and apparel categories and their quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). Your samples are being returned as requested.
