Dear Mr. Stein: In your letter dated July 17, 2000, you requested a tariff classification ruling on behalf of The Ultimate Goal. Two samples were provided for review. Style 0180 is a glove with a complete palmside constructed of a four-ply material, which consists of two cellular plastic coated cotton knit fabrics, which are bonded together. The backside shell of the glove and the fourchettes are made of a three-ply material consisting of foam sandwiched between an outer mesh fabric and an inner fleece fabric. Backside embossed molded foam overlaid reinforcements are sewn up the fingers and across the knuckle area. Additionally, the glove features a three-inch wide elasticized wristband with a molded foam tab closure, which is secured by means of hook and loop fabric. The item shows design for use in the sport of soccer goalkeeping. Style 0181 is a glove with a complete palmside and three quarters of the thumb constructed of a four ply material which consists of two cellular plastic coated knitted cotton fabrics which are bonded together. The backside shell of the glove is made of a finely coated knit fabric with embossed molded foam overlaid reinforcements which are sewn up the fingers and down the knuckle area to the wrist. Additionally, the glove features a three-inch wide elasticized wristband with a foam coated tab closure, which is secured by means of hook and loop fabric. The item shows design for use in the sport of soccer goalkeeping. We require that actual samples of gloves be submitted to this office for review to determine classification, therefore, this ruling letter was limited to the two provided glove styles. Also, please note that ruling requests are limited to five samples per submission. The applicable subheading for both gloves will be 6116.10.0800, HTS, which provides for Gloves, mittens and mitts, knitted or crocheted: impregnated, coated or covered with plastics or rubber: other gloves, mittens and mitts, all the foregoing specially designed for use in sports, including ski and snowmobile gloves, mittens and mitts. The duty rate will be 3.9 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
