Dear Mr. Egan: In your letter dated February 28th, 2000, you requested a classification ruling. The sample submitted with your request, item #421, is a travel bag that is sold with an inner travel bag. Both bags are padded and have an exterior surface of a compact sheeting of plastic. The larger travel bag has a zippered pocket on the front exterior and an adjustable, permanently attached shoulder strap.
