Dear Ms. Vietello: In your letter dated December 8th, 1999, you requested a classification ruling. The samples submitted with your request are handbags. Style #JZ325L is constructed of an exterior surface of 100% nylon and measures approximately 10" x 14" x 5". The interior of the bag is lined and consists of three compartments; a zippered compartment is placed in between two open side compartments. The bag features a carry handle and detachable shoulder strap. Style #EV-216 has an exterior surface comprised of knitted yarns of 75% wool and 25% nylon and measures approximately 13" x 7" x 3 1/2". The duty rate will be 18.8% for the year 1999 and 18.6% for the year 2000. Items classifiable under HTS subheading 4202.22.8080 fall within textile category designation 871. Based upon international textile trade agreements products of China are subject to the requirement of a visa. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
