Dear Mr. Vollmerhausen: In your letter dated October 18, 1999, you requested a tariff classification ruling. The provided glove sample, style 80-05-32, is constructed with a palm side of polyester fleece fabric covered with embossed neoprene rubber. The back of the hand is made of neoprene laminated between knitted polyester fabric. The glove features pre-curved fingers and “Neo” printed across the woven fabric wrist strap which is secured with hook and loop fabric. The cumulation of design features indicates a use for water related sporting activities. The rate of duty will be 4.2 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
