Dear Ms. Ritchings: In your letter dated September 3, 1999 you requested a tariff classification ruling. You submitted a sample with your request. The subject item is a facial skin cleansing steamer, identified as the Facial Spa, model 3701AXA. This electric cleansing steamer generates a flow of fine mist that penetrates deep into the skin and cleanses the skin. The water cylinder is filled, steam is created and passed through an electric arc which transforms the steam into water vapor which is ejected from a nozzle.
