MOP HEAD #16 Refill is a mop head composed of 100% cotton yarns which measure approximately 13" in length. 4. ANGLE BROOM is a broom which is trimmed at an angle so that its bristles measure from 4 1/4" to 5 1/4" end to end. The broom is composed of a plastic covered metal broom handle with a plastic tip adapter and hanging bit, a plastic broom block and plastic bristles. 5. ZULIA BROOM is an upright model broom consisting of a plastic covered metal broom handle with plastic end adapters, a plastic broom block and plastic bristles which measure approximately 3" in length.

Dear Mr. Tchira: In your letter dated June 19, 1999, you requested a tariff classification ruling. The following samples were submitted with your request: 1. MOTICA #57 is a sponge scrubber brush composed of a foam sponge head attached to a plastic handle. The article measures approximately 10" long and is designed to be used for soft scrubbing of glasses, plates, bottles, etc. 2. The rate of duty will be 2.8% ad valorem. The applicable subheading for stand up broom and angle broom, items 4 and 5, will be 9603.90.8020, HTS, which provides for upright brooms. The rate of duty will be 2.8% ad valorem. The applicable subheading for the sponge scrubber, item 1, will be 3924.10.5000, HTS, which provides for tableware, kitchenware, other household articles and toilet articles, of plastics: tableware and kitchenware: other. The rate of duty will be 3.4% ad valorem. Articles which are classifiable under subheadings 9603.90.8050, 9603.90.8020, and 3924.10.5000, HTS, which are products of Colombia are entitled to duty free treatment under the Generalized System of Preferences (GSP) upon compliance with all applicable regulations. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
