Dear Ms. Cheung: In your letter dated June 4th, 1999, you requested a classification ruling for two ladies' handbags from China. The samples submitted with your request are identified as style numbers 79-31238 and 79-31241. Both are ladies' handbags designed to carry money, keys, and small accessories during travel. The handbags are constructed of an exterior surface of 100% woven nylon textile material. Style number 79-31238 is a squared-shaped, flat handbag that measures approximately 11.5" in height by 10.5" in width. The top opening of the bag is secured closed by a hook and loop closure. The interior of the bag is lined and contains a zippered back wall pocket. An adjustable shoulder strap of nylon webbing is permanently attached to the top of the bag. The duty rate will be 18.8% ad valorem. Items classifiable under HTS subheading 4202.22.8050 fall within textile category designation 670. Based upon international textile trade agreements products of China are subject to quota and the requirement of a visa. In addition, the designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected and should also be verified at the time of shipment. Your samples are being returned as requested. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
