Suite 622, The Pavilion Jenkintown, PA. 19048 RE: The tariff classification of bead craft kit from China Dear Mr. Greenberg: In your letter dated March 23, 1998, you requested a tariff classification ruling. Item no. 80005 was submitted as a sample. The article is packaged on a blister card and is called "Precious Princess Beads Set." It consists of two strings and numerous multi-colored plastic beads in a variety of shapes and sizes. The beads and strings are stored in a small plastic carrying case in the shape of a heart. The case opens wide and has three sectional trays on each side. The craft kit allows you to choose in the making of the bead jewelry. A detailed instructions sheet is attached to the back of the blister card. The instructions show how to make bead jewelry in the form of a necklace, bracelet or anklet. The applicable subheading for the bead craft kit will be 9503.70.0000, Harmonized Tariff Schedule of the United States (HTS), which provides for other toys, put up in sets or outfits, and parts and accessories thereof. The rate of duty will be free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
