You have submitted photographs of several action figure play sets for children. The "Phantom of the Opera", "Mummy Playset", Dr. Frankenstein Playset" and "Gillman Playset." Each playset consists of human and/or non-human figures with an appropriately sized scenic prop. The figures may be situated on or near the prop which serves as a play environment for the characters. The applicable subheading for the "Phantom of the Opera", "Mummy Playset", "Dr. Frankenstein Playset" and "Gillman Playset" will be 9503.70.0000, Harmonized Tariff Schedule of the United States (HTS), which provides for other toys, put up in sets or outfits, and parts and accessories thereof. The rate of duty will be free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
