Style S2309 is a handbag approximately 11.5" x 10" x 4". It features a textile lined interior, sidewall zippered pocket, and a compartment divider with zipper closure. In addition, the bag has a magnetic snap top closure, an exterior zippered pocket and double shoulder straps. Style S3309 is a sling bag approximately 9.5" x 10.5" x 3" and is similar to a haversack in that it is designed with one shoulder strap allowing the bag to be carried over the shoulder and on the back. The bag features a textile lined undivided interior, interior and exterior sidewall pockets with zipper closures, and a metal snap top closure. Your samples are being returned as requested.

Dear Ms. Cheung: In your letter dated October 21, 1997, you requested a tariff classification ruling. Two samples were received with your request, both are constructed from strips of 60% polypropylene, 30% nylon, 10% cotton. The outer surfaces are of a textile material. Style S2309 is a handbag approximately 11.5" x 10" x 4". It features a textile lined interior, sidewall zippered pocket, and a compartment divider with zipper closure. The rate of duty will be 19.3 per cent ad valorem. Both styles fall within textile category designation 670. Based upon international textile trade agreements, products of China in category 670 are subject to visa and quota requirements. The designated textile and apparel category may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Since part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes, to obtain the most current information available, we suggest that you check, close to the time of shipment, the Status Report on Current Import Quotas (Restraints Levels), an internal issuance of the U.S. Customs Service, which is available for inspection at your local Customs office. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R.177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
