Dear Mr. Thayer: This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). DATE OF INQUIRY : July 22, 1997 DESCRIPTION OF MERCHANDISE : The article is identified as "Happy the Snowman". The snowman has a white plush fabric exterior and is stuffed with siliconized polyester. The outer surface of the snowman features a fabric carrot nose, black felt eyes, black felt mouth and button front, felt arms, and a fabric hat and scarf. Sample will be returned, as requested. HTS PROVISION : Toys representing animals or non-human creatures (for example, robots and monsters) and parts... thereof: Stuffed toys and parts and accessories thereof...Stuffed toys.
