Dear Ms. Bernard: In your letter dated September 16, 1996, you requested a tariff classification ruling. You are requesting the tariff classification of product number 22938 which is described as "Goosebumps Cuddles the Hamster". This item consists of a plastic toy hamster, a small plastic can, and green pudding powder mix (the pudding mix is made in the United States). A child will first mix the green pudding powder with water in the toy can. Then the child will put the hamster in the can. The pudding is dispensed by pushing down on the hamster's head.
