The items which X/Y Group, Incorporated intends to import are school backpacks (item #6001 and item #6003 which is the larger version) having outer surfaces composed predominantly of a man-made fiber strip and filament open-work fabric which is completely embedded between two layers of clear plastic laminated sheet. Thus, the backpacks' inner and outer surfaces are composed of plastic sheeting. The backpacks' main compartments have zippered closures as do their exterior pockets.

The items which X/Y Group, Incorporated intends to import are school backpacks (item #6001 and item #6003 which is the larger version) having outer surfaces composed predominantly of a man-made fiber strip and filament open-work fabric which is completely embedded between two layers of clear plastic laminated sheet. Thus, the backpacks' inner and outer surfaces are composed of plastic sheeting. The backpacks' main compartments have zippered closures as do their exterior pockets. The applicable subheading for the school backpacks will be 4202.92.4500, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sports and similar bags, with outer surface of sheeting of plastic. The rate of duty will be 20 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). The sample is being returned herewith in accordance with your request.
