Dear Mr. Burt: This classification decision under the Harmonized Tariff Schedule of the United States (HTS) is being issued in accordance with the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). DATE OF INQUIRY : June 21, 1996 DESCRIPTION OF MERCHANDISE : The article is identified as exercise pedals which will be used as components of stationary exercise bicycles. The pedals are made of plastic with chrome-plated steel axles and polyurethane straps. They are shipped with two pieces (left and right pedals with straps) per shrink-wrapped bag.
