Dear Ms. Stoianovici: In your letter dated May 20, 1994, you requested a tariff classification ruling. Two samples were submitted with your request. Style TS-001 is a ladies handbag, approximately 11" long x 7 1/2" high. The bag has two handles and is secured by a textile snap closure. The interior is lined with PVC and has one zippered pocket. The outer surface is composed of a combination of vinyl covered rattan and textile strips. The bag is essential character rattan. Style ST-001 is a ladies handbag, approximately 10 1/2" long x 8" high. The bag has a top zipper closure and synthetic leather trim and shoulder strap. The outer surface of the handbag is composed of a woven polypropylene straw. The strips are less than 5 mm in width. Your samples are being returned as requested. -2- The applicable subheading for Style TS-001 will be 4602.10.2500, Harmonized Tariff Schedule of the United States (HTS), which provides for luggage, handbags and flatgoods, whether or not lined, of rattan, other. The rate of duty will be 18 percent ad valorem. The applicable subheading for Style ST-001 will be 4202.22.8050, Harmonized Tariff Schedule of the United States (HTS), which provides for handbags, with outer surface of textile materials, other, other, of manmade fibers. The rate of duty will be 20 percent ad valorem. Style ST-001 falls within textile category designation 670. Based upon international textile trade agreements, products of Hong Kong are subject to visa requirements and quota restraints. The designated textile and apparel category may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Since part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes, to obtain the most current information available, we suggest that you check, close to the time of shipment, the Status Report on Current Import Quotas (Restraints Levels), an internal issuance of the U.S. Customs Service, which is available for inspection at your local Customs office. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R.177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
