It measures approximately 22-1/4 inches by 47 inches and is contoured to fit. There is an opening in the back which has elastic sewn around the edges. Also, sewn onto the back are four elastic loops with metal hooks attached to them and two elastic straps which are used to secure the cover to the seat.

Dear Mr. Schumacher: In your letter dated December 2, 1993 you requested a tariff classification ruling. The instant sample, is an automotive seat cover made of 100 percent acrylic knit pile fabric. The seat cover has been printed to simulate a cow hide. It measures approximately 22-1/4 inches by 47 inches and is contoured to fit. There is an opening in the back which has elastic sewn around the edges. Also, sewn onto the back are four elastic loops with metal hooks attached to them and two elastic straps which are used to secure the cover to the seat. The applicable subheading for the seat cover will be 6304.91.0040, Harmonized Tariff Schedule of the United States (HTS), which provides for other furnishing articles, excluding those of heading 9404: other: knitted or crocheted... of man-made fibers. The rate of duty will be 11.5 percent ad valorem. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
