Attached to the outside of the purse by means of a hook and loop fastener, is a man-made fiber representation of a butterfly measuring approximately 2 inches by 2 1/4 inches. Style PP 92439 is shaped to represent a hatched egg and has a man-made fiber representa- tion of a bunny's head measuring approximately 2 1/2 inches by l 1/2 inches, also attached by means of a hook and loop fastener. Dear Mr. Shoichet: In your letter dated September 25, 1990, on behalf of Avon Products, Inc., you requested a tariff classification ruling. You have submitted two samples with your request. The articles at issue, Style PP 91996 and Style 92439, are purses designed principally for children, each measuring approximately 4 to 4 1/2 inches in height and 4 1/2 to 5 inches in width with a 100% nylon shell, 65% polyester/35% cotton lining, a narrow man-made fiber shoulder strap and a hook and loop closure at the top. Style PP 91996 is shaped to represent a petaled flower with a contrasting color center. Attached to the outside of the purse by means of a hook and loop fastener, is a man-made fiber representation of a butterfly measuring approximately 2 inches by 2 1/4 inches. The duty rate will be 20 % ad valorem. Item 4202.22.8050 falls within textile category designation 670. Based upon international textile trade agreements, products of China are subject to visa requirements and quota restrains. The designated textile and apparel category may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Since part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes, we suggest that you check, close to the time of shipment, the Status Report On Current Import Quotas (Restraint Levels), an internal issuance of the U.S. Customs Service, which is available for inspection at your local Customs office. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
