Dear Mr. Loeb: In your letter dated December 7, 1995, you requested a tariff classification ruling for a travel cosmetic bag. You have submitted a sample of a travel cosmetic bag composed of clear PVC plastic and nylon. The front exterior and gussets are of clear plastic. The rear exterior is of nylon woven fabric. The bag is essentially of PVC plastic. The item is unlined and measures approximately 8" x 5 1/4" x 1 1/2". The top is secured by means of a textile zippered closure. The applicable subheading for the travel cosmetic bag essentially of PVC clear plastic will be 4202.92.4500, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sports and similar bags, with outer surface of sheeting of plastic, other. The rate of duty will be 20 percent ad valorem. The duty rate for 1996 will remain the same. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177).
