Dear Mr. Maleh: In your letter dated September 15, 1995, you requested a classification ruling for a shoulder bag. The sample submitted, style 608124H, is a girls shoulder bag composed of 100 percent polypropylene straw strips less than 5mm in apparent width. The bag measures approximately 5 inches by 4 1/2 inches with a braided shoulder strap and a flap closure. The flap closure is secured by means of a hook and loop fastener. There is a fabric bow of 100 percent cotton affixed to the exterior flap closure. Your sample is being returned as you requested. Your reference to label marking requirements noted. The duty rate will be 19.8 percent ad valorem. Items classifiable under 4202.22.8050 falls within textile category designation 670. Based upon international textile trade agreements products of Taiwan are subject to quota and the requirement of a visa. The designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes.
