Our decision is based upon the significant amusing features and appeal of the characters in relation to the standard three dimensional numbers. Although education- al the numerals, in this instance, simply serve to enhance the "Sesame Street" figures. Your samples are being returned as requested.

Several samples of "Sesame Street" figures were submitted with your inquiry. The rate of duty will be 6.8 percent ad valorem. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
