The European Union's 8-digit goods classification system — used for import declarations and trade statistics within the EU.

The Combined Nomenclature (CN) is the European Union's 8-digit classification system for goods. Built on the international Harmonized System, the CN extends the 6-digit HS code with two additional digits for EU-specific tariff and statistical purposes.

The CN serves three main functions:

  1. Customs tariff — Determines the rate of duty on imports into the EU
  2. External trade statistics — Required on import and export declarations
  3. Intrastat statistics — Used to track goods movements between EU member states

The CN is updated annually by the European Commission and published in the Official Journal of the European Union. For most tariff and policy purposes (preferential origin, anti-dumping, quotas), the EU uses TARIC, which adds two more digits to create a 10-digit code.

Sellers exporting to the EU don't classify in CN themselves — that's the importer's responsibility — but they need to know the likely CN code to provide accurate descriptions and origin documentation.
