There is an apparent separation between the legs, which reach almost to the floor.As you have requested, the sample garment is being returned.The applicable subheading for the culotte will be 6204.69.2510, Harmonized Tariff Schedule of the United States (HTS), which provides for women's other trousers and breeches of artificial fibers. The rate of duty will be 30.4 percent ad valorem.The culotte falls within textile category designation 648. Based upon international textile trade agreements, products of Hong Kong are subject to a visa requirement.The designated 6204.69.2510
