Dear Mr. Ledbetter: In your letter dated August 8, 2006 you requested a tariff classification ruling. One item is a DC Starter Generator (Goodrich P/N 23048-Series). The series is designed to provide torque for engine starting and to generate 30 volts DC electrical power. The applicable subheading for the Starter Generator will be 8511.40.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Electrical ignition or starting equipment of a kind used for spark-ignition or compression-ignition internal combustion engines (for example, ignition magnetos, magneto-dynamos, ignition coils, spark plugs and glow plugs, starter motors); generators (for example, dynamos, alternators) and cut outs of a kind used in conjunction with such engines; parts thereof: Starter motors and dual purpose starter-generators.. The duty rate will be 2.5 percent. Duty rates are provided for your convenience and are subject to change.
