Dear Ms. Johnson: In your letter dated July 21, 2006, you requested a tariff classification ruling. You submitted a photograph of an Atomic Betty Headpiece identified as style number 18509. The item consists of a white headpiece with an attached vibrant reddish pink wig that mimics the animated character “Atomic Betty.” The headpiece covers the middle of the wig and wraps under the chin. This allows the bangs of the wig to hang down in front while the rest of the wig is bunched in back. The Atomic Betty Headpiece is designed to accessorize the Atomic Betty costume for a child four years of age and older.
