You submitted a photograph of a “Devil Head Band” identified as item number 946608, which is a headband with attached plastic devil horns. The rigid headband is horseshoe-shaped and made of polyester fabric and polyester fiber stuffing. The rigidity of the headband is what keeps the headband on the head and the horns upright. The “Devil Head Band” is intended for use as a costume.
