Seeboth President American Carbon Co., Inc. 831 Oakridge Circle Hartford, WI 53027 RE: The tariff classification of a bag from China Dear Mr. Seeboth: In your letter dated May 31, 2006, you requested a tariff classification ruling. The item in question is identified as a rough sewn bag that is made of coarse unbleached cotton, not starched or ironed, of various sizes and weights. You state that the purpose of the bag is to contain a cathotic protection metal anode along with a mixture of clay and gypsum. The bag and its contents are buried and as the bag disintegrates, it allows electrical contact between the ground and anode to occur. You indicate that the bag will be imported in lots of 1000 per each size up to 150,000 per year. The applicable subheading for the bag will be 6307.90.9889, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other made up textile articles, other. The rate of duty will be 7% ad valorem. Duty rates are provided for your convenience and are subject to change.
