Without documented evidence to the contrary, we believe the subject camming anchor device in its various sizes is predominantly used in sport climbing and mountaineering and, for tariff purposes, is classifiable in heading 9506 of the Harmonized Tariff Schedule of the United States (HTSUS).

Dear Ms. Greye: In your electronic ruling request dated March 31, 2006, you requested a tariff classification ruling. The merchandise is identified as a Camalot and described as a hand –operated mechanical device for anchoring into a crack in a rock wall. A Camalot is said to be used as a means of protection when rock climbing, serving as an anchor for attachment of a carabiner through which climbing rope is routed. Without documented evidence to the contrary, we believe the subject camming anchor device in its various sizes is predominantly used in sport climbing and mountaineering and, for tariff purposes, is classifiable in heading 9506 of the Harmonized Tariff Schedule of the United States (HTSUS). The applicable subheading for the Camalot will be 9506.99.6080, HTSUS, which provides for “Articles and equipment for general physical exercise, gymnastics, athletics, other sports or outdoor games…Other, Other, Other.” The rate of duty will be 4 percent ad valorem. Duty rates are provided for your convenience and are subject to change. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
