Dear Mr. Kane: In your letter dated February 10, 2006, you requested a tariff classification ruling. You have submitted illustrations depicting two multi-compartment desktop organizers, each measuring approximately 12 inches long by 4 ¼ inches wide by 4 inches high. Each organizer is designed with four open-top compartments to hold writing instruments, paper and other office supplies. There are two slots with clear plastic protectors for photographs to be displayed on the front face of the organizer. The base structure of the organizer is paperboard. One organizer is covered in imitation suede fabric made of cotton and nylon. The other organizer is covered with textured polyurethane. The rate of duty will be 7% ad valorem. Duty rates are provided for your convenience and are subject to change.
