You supplied descriptive literature with your request, and added more information in a subsequent phone call. The subject merchandise is product E006024. It will be imported in the form of chips and chunks in 0.9-kilo bags, and is intended for use as decoration for baked goods. It is said to consist of 47.9 percent sugar, 24.5 percent cocoa butter, 12 percent milk powder, 11.6 percent skim milk powder, 3 percent cocoa paste, and traces of lecithin and vanillin. The general rate of duty will be 52.8 cents per kilogram plus 6 percent ad valorem. This merchandise is subject to The Public Health Security and Bioterrorism Preparedness and Response Act of 2002 (The Bioterrorism Act), which is regulated by the Food and Drug Administration (FDA).
