You supplied descriptive literature with your request. The subject merchandise is product PS 9494, described as a sugar free chocolate product. It will be imported in liquid form in tanker trucks, and then molded into chips. It is intended for use as baking inclusions. It is said to consist of 49.53 percent maltitol, 42.05 percent cocoa paste, 5.75 percent cocoa butter, 2.17 percent cocoa powder, and traces of lecithin, and vanilla extract. Nonfat solids of cocoa are stated as 21.7 percent. This merchandise is subject to The Public Health Security and Bioterrorism Preparedness and Response Act of 2002 (The Bioterrorism Act), which is regulated by the Food and Drug Administration (FDA).
