Product description
Images were provided in lieu of a sample. The product under consideration is described as the Igloo® Tag Along Too cooler, item number 00033218. It is an 11-quart (10-liter) insulted cooler tote that features an exterior of hard-sided molded plastic. The tote has an extra-long, adjustable woven shoulder strap for easy, hands-free carrying. It can be worn over the shoulder or across the body. Insulated cooler bags and tote bags are provided for in the second half of heading 4202. That section of heading 4202 is limited to the materials named therein. Molded plastic is not one of the named materials and as such the instant insulted cooler tote is excluded from heading 4202. As such, it will be classified according to its constituent material which in this instance would be plastic. As the Igloo® Tag Along Too cooler, item number 00033218, would be considered an article of plastic, and as it is not more specifically provided for elsewhere,
CBP rationale
the applicable subheading will be 3926.90.9989, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “[o]ther articles of plastics and articles of other materials of headings 3901 to 3914: [o]ther: [o]ther: [o]ther.
