Item# BCRY165471, described as a “Val Box Sign Décor,” is a table decoration for the Valentine’s Day holiday. The table decoration is fashioned like a shadow box but without a glass front. Inside the medium density fiberboard (MDF) open front box is a textile stuffed heart glued to polyester felt printed fabric which covers the entire visible surface of the inside back of the box. The stuffed heart is composed of a knitted polyester pile fabric that is cut and sewn into the shape of a heart and stuffed with polyester fiber. The stuffed heart measures 5 x 5 x .3 inches. The table decoration will come in two styles. The first style features a white stuffed heart. Glued to the heart is a red polyester felt die cut out spelling “xoxo.” The stuffed heart is glued to a red with white polka dot felt fabric that covers the inside surface of the back of the MDF box. The second style features a red stuffed heart. Glued to the heart is a white polyester felt die cut out spelling “love.” The stuffed heart is glued to a pink with white polka dot felt fabric that covers the inside surface of the back of the MDF box. The completed table decoration measures 6 x 6 x 1.5 inches. Each style is sold separately at retail.

In lieu of samples, photographs of a Valentine table decoration were provided with your request. Item# BCRY165471, described as a “Val Box Sign Décor,” is a table decoration for the Valentine’s Day holiday. The table decoration is fashioned like a shadow box but without a glass front. Pursuant to U.S. Note 20 to Subchapter III, Chapter 99, HTSUS, products of China classified under subheading 6304.91.0140, HTSUS, unless specifically excluded, are subject to an additional 7.5 percent ad valorem rate of duty. At the time of importation, you must report the Chapter 99 subheading, i.e., 9903.88.15, in addition to subheading 6304.91.0140, HTSUS, listed above. The HTSUS is subject to periodic amendment, so you should exercise reasonable care in monitoring the status of goods covered by the Note cited above and the applicable Chapter 99 subheading.
