The item under consideration is referred to as the Wall Outlet USB-A Dual Port Charger (Wall Charger), SKU 33112501. The Wall Charger is described as a rectangular plastic enclosure housing a printed circuit board assembly, with a two-prong electrical plug on one side and two USB Type-A sockets on the other side. In use, the Wall Charger is plugged into a standard receptacle and rectifies/converts alternating current to direct current. You state that the Wall Charger can be utilized to charge various electronic devices, such as tablets, watches, speakers, phones, etc. The applicable subheading for the Wall Outlet USB-A Dual Port Charger, SKU 33112501 will be 8504.40.9550, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Electrical transformers and static converters…: Other: Rectifiers and rectifying apparatus: Other.” The general rate of duty will be Free. Pursuant to U.S. Note 20 to Subchapter III, Chapter 99, HTSUS, products of China classified under subheadings 8504.40.9550, HTSUS, unless specifically excluded, are subject to an additional 25 percent ad valorem rate of duty. At the time of importation, you must report the Chapter 99 subheading, i.e., 9903.88.03, in addition to subheadings 8504.40.9550, HTSUS, listed above. The HTSUS is subject to periodic amendment so you should exercise reasonable care in monitoring the status of goods covered by the Note cited above and the applicable Chapter 99 subheading.
