Product description
You have submitted a costume identified as the child size, Crazy Eyed Clown, item numbers 3121-192 and SP-3121-192, which consists of a jumpsuit, mask and a separate collar. GRI 3(b) is applicable when goods are, prima facie, classifiable under two or more headings, and have been put up in sets for retail sale. GRI 3(b) states that the goods “shall be classified as if they consisted of the material or component which gives them their essential character.” The flimsy man-made textile jumpsuit imparts the essential character and is constructed with large loose straight stitching. The neckline features large, visible, loose overlock stitching and the large back opening has raw unfinished edges and is closed with small hook and loop tabs. The long sleeves and bottom leg openings have jagged cut, raw edges with narrow exposed elastic.
