The second style depicts a snowman wearing a stocking cap, scarf, sweater and boots holding a “snowball” and measures approximately 3.94” in length, 4.72” in width and 8.07” in height. These items are considered to be composite goods within the meaning of General Rule of Interpretation (GRI) 3. Even when the LED lighting is not powered on, the figures can still perform their primary role as decorations. Therefore, it is the opinion of this office that the ceramic figures provide these items with the essential character within the meaning of GRI 3(b).
