The kit also contains 200 yards of yarn of 100% acrylic, crocheting hook, along with step-by-step instruction booklet. The yarn will be imported in skeins that weigh less than 500 grams which meets the tariff definition of “put up for retail sale” found in Section XI, Note 4(b) of the Harmonized Tariff Schedule of the United States (HTSUS). It is the opinion of this office that the yarn, crochet hook and instruction booklet comprise a set for tariff purposes. Classification of merchandise under the HTSUS is in accordance with the General Rules of Interpretation (GRIs). GRI 3(b) provides that mixtures, composite goods consisting of different materials or made up of different components, and goods put up in sets for retail sale shall be classified as if they consisted of the material or component which gives them their essential character. The yarn imparts the essential character to the set/kit.
