You have submitted a sample, which is being returned to you under separate cover. Style 60452424 is a generic pouch constructed with an outer surface of two materials. You state in your request that it is composed of 48% plastic sheeting and 52% man-made textile material. The essential character of the pouch is imparted by the textile material as that is the material that makes up the majority of the overall outer surface. The pouch is designed to provide storage, protection, organization, and portability to cosmetics or other items during travel. The pouch has one unlined storage compartment with two open pockets. It is of a durable construction and suitable for repetitive use. The applicable subheading for the pouch will be 4202.92.3131, Harmonized Tariff Schedule of the United States (HTSUS), which provides for travel, sports, and similar bags, with outer surface of textile material, other, other, of man-made fibers. The rate of duty will be 17.6 percent ad valorem. Duty rates are provided for your convenience and are subject to change. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
