Huff, In your letter dated April 4, 2016, you requested a tariff classification ruling. The sample provided to this office will be returned to your attention. The item under consideration has been identified as a Quilted Pet Seat Cover (Item Number 4770). The seat cover is constructed of 100% polyester quilted fabric and is water resistant. You state that it is specifically designed to be used with motor vehicles, and fits any size of cars, vans, trucks, bench and bucket seats. The thick fabric keeps upholstery clean and dry. The applicable classification subheading for the Quilted Pet Seat Cover (Item Number 4770) will be 8708.99.8180, HTSUS, which provides for “Parts and accessories of the motor vehicles of headings 8701 to 8705: Other parts and accessories: Other: Other: Other: Other: Other: Other.” The general rate of duty will be 2.5 percent. The applicable classification subheading Duty rates are provided for your convenience and are subject to change.
