You indicate that the process of manufacture involves design cuts using a CNC router, hand sanding of the Plywood pieces and application of stain. Upon importation, the wall hung wooden sculpture appears to be fully assembled. There is no indication that this item will not be mass produced, nor part of a commercial undertaking.

Dear Mr. Guzzo: In your letter dated February 9, 2016, on behalf of Michael Enterprises, you requested a tariff classification ruling. Photos were provided. The merchandise concerned is described as a “wall hung wooden sculpture” that the customer can spin by hand. The design will make different patterns based on the direction of the wheels when spun.
