The remaining balance of the product is tungsten. These differences do not affect the tariff classification You state this product is a thermal spray powder, it is spheroidal, agglomerated, and sintered. The cobalt-chromium matrix functions as a binder material for the carbide particles. During the manufacturing process, the product passes through a sintering process. The tungsten carbide is mixed with the binder and sintered. After sintering, the sinter cake is broken/milled to attain a powdery product for further use as a thermal spray coating. The applicable subheading for the tungsten carbide cobalt chromium powder will be 8113.00.0000 Harmonized Tariff Schedule of the United States, (HTSUS), which provides for cermets and articles thereof, including waste and scrap. The rate of duty is 3.7 percent of the value. Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/.
