An ingredients breakdown, manufacturing process chart, and a picture of the product accompanied your letter. The agglomerated onion powder is said to be a free flowing powder consisting of 94.5 percent dried onion powder, 5 percent water, and 0.5 percent of maltodextrin, silicon dioxide, and potassium sorbate combined. White onion bulbs are sliced, dried, powdered, and combined with the other ingredients, and agglomerated by spray drying and pressurizing to achieve larger granule size. It is packed in bag-in-boxes for industrial use or repacking. The applicable subheading for the product will be 2005.99.2000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other vegetables prepared or preserved otherwise than by vinegar or acetic acid, not frozen, other than products of heading 2006 . . . other vegetables and mixtures of vegetables . . . other . . . onions. The general rate of duty will be 4.5 percent ad valorem. Duty rates are provided for your convenience and are subject to change.
