This item is a bottle carrier that is made of compression molded flexible heat resistant silicone plastic material that is designed in the shape of a flat circle with an intricate lattice-like mesh pattern of cuts around a flat round center. When in use, the center of the hugger acts as a base and support for a bottle while the outer perimeter of the item can be used as handles that can be pulled upward so that the lattice patterned cut material will surround the bottle like a form fitted basket as the bottle is carried to a party or other social event. The hugger is imported in various colors and it can act as a decorative wrapping for the bottle as the perimeter of the item can be tied in a bow-like manner around the top of the bottle when the hugger is fitted around the bottle. When the bottle hugger is not in use, it can be collapsed back to a flat form for convenient storage or it can be used as a flat trivet to protect counter or table surfaces from a hot pot or pan that can be placed on it. You have suggested that this item is correctly classified in subheading 3926.90.9980. Please be advised that effective January 1, 2015, your suggested subheading has been discontinued and has been replaced by subheading 3926.90.9995.
